The Callaway county Commission met with the Presiding Commissioner Gary Jungermann and Eastern District Commissioner Randy Kleindienst present. Western District Commissioner Donald Kritzer was absent.

Uncollectable Taxes & Surplus Money from 2015 Land Tax Certificate Sale

The Callaway County Commissioner met with Pam Oestreich, County Collector, to discuss uncollectable taxes and surplus money from the 2015 Land Tax Certificate Sale. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

First, Mrs. Oestreich explained that she has compiled a list of unpaid personal property taxes for the years 2010 through 2013. These unpaid taxes amount of $65,624.35 that are still on the County’ tax rolls. Mrs. Oestreich also stated that she has about fifty intent-to-sue letters that she will be sending to individuals who have delinquent taxes; these unpaid bills are not included in the list of uncollectable taxes. She explained that the uncollectable taxes need to be abated, or taken off her tax rolls, order to clean up her books.

Eastern District Commissioner Randy Kleindienst made a motion to approve the abatement of personal property taxes from the County Collector’s tax books in the amount of $65,624.35 for the years 2010 through 2013 with the option of reinstating the delinquent bills if the property owners come forward.

Presiding Commissioner Gary Jungermann seconded the motion.

All in favor…ayes have it. Court Order #18 – signed.

Next, Mrs. Oestreich mentioned that she has three small pieces of land for which taxes have not been paid for several years because the owners are now deceased. Two of the parcels have received no interest at the Land Tax Sales. The third parcel has a prospective buyer, however, the assessment of this land is extremely high and the buyer would like to assessment lowered before it is purchased. After some discussion, the Commission stated they would look into these specific properties and reconvene this issue at a later date.

Finally, the group discussed surplus money from the 2015 Land Tax Certificate Sale

Eastern District Commissioner Randy Kleindienst made a motion to authorize Debbie Zerr, County Treasurer, to refund $928.95 to Pam Oestreich, county Collector. This is tax sale surplus money that was turned over to the county Treasurer on September 22, 2015 (Receipt #3780) as the unclaimed surplus from the 2015 Land Tax Certificate Sale. This surplus is for Priscilla Mwamba. The owner, Tony Lee Sweede, has redeemed the property and the surplus from the sale as needed to complete the transaction.

Presiding Commissioner Gary Jungermann seconded the motion.

All in favor…ayes have it. Court order #19 – signed.

Court Order #18 – Abate Uncollectable Taxes

Court Order #19 – 2015 Land Tax Certificate Sale – Surplus for Priscilla Mwamba

Now on this day, the Callaway county commission does hereby authorize Debbie Zerr, County Treasurer, to refund $928.95 to Pam Oestreich, County Collector.

Destination Marketing Organization for Callaway County

10:00am

The Callaway county commission met with Renee Graham, Callaway County Tourism Director, to discuss a Destination Marketing Organization for Callaway County. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

Ms. Goldman explained that in order for Callaway County Tourism to be able to participate in the Missouri Division of Tourism funding and programs, it must be officially designated as the County’s Destination Marketing organization. She stated that Callaway County Tourism will benefit from the State Division of Tourism through grant opportunities, market development programs and advertising opportunities.

Eastern District Commissioner Randy Kleindienst made a motion to designate and recognize the Callaway County Tourism Board as the single Destination Marketing Organization of Callaway County for participation in the Missouri Division of Tourism’s Promote Missouri Fund Program.

Commissioner Kleindienst also moved to authorize Presiding Commissioner Gary Jungermann to sign the designation on behalf of the County.

All in favor…ayes have it. Court Order #20 – signed.

Court Order #20 – Designation Marketing Organization of Callaway County

Now on this day, the Callaway County Commission does hereby designate and recognize the Callaway County Tourism Board as the single Destination Marketing Organization of Callaway County for participation in the Missouri Division of Tourism’s Promote Missouri fund Program. The Callaway County Commission also hereby authorizes Presiding Commissioner Gary Jungermann to sigh the designation on behalf of the County.

Vendor Checks Issued

Vendor checks were issued in the amount of $122,627.93.

Adjourn

Ordered that the commission adjourn until Monday, February 22, 2016.
