The Callaway County Commission with the Presiding Commissioner  Eastern District, Randy Kleindienst, and Western District Commissioner Donald Kritzer.

Continuation of 2015 Purchase Orders

The Callaway county Commission met to discuss the continuation of 2015 purchase orders, various contracts for services, and a refund to a taxpayer.  Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

First, the Commission discussed continuing 2015 purchase orders

Eastern District Commissioner Randy Kleindienst made a motion to authorize the continuance of purchase orders that have not been closed out as of December o31, 2015 to remain open until February 29, 2016.  Outstanding purchases total $25,294.69.

Western District Commissioner Doc Kritzer seconded the motion.

All in favor…ayes have it. Court Order #1 – signed.

Court Order #1-2015 Purchase Orders Continued

Now on this day, the Callaway County commission does hereby authorize the continuance of purchase orders that have not been closed out as of December 31, 2015 to remain open until February 29, 2016. Outstanding purchases total $25,294.69.

Various Contracts for Services

Next, the Commission discussed various contracts for services.  Commissioner Jungermann explained that every year the County Road and Bridge money for contracts with local organizations for services rendered.   These include the Senior Center, OATS, Serve, and the Chamber of Commerce/Fulton Area Development Foundation.  The funds allocated to these entitles for 2016 are the same as they were in 2015.

Eastern District Commissioner Randy Kleindienst made a motion to enter into contract with the Callaway County Senior in the amount of $10,000 for the calendar year 2016 for milk and nutritional supplements and to authorize Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.

Eastern District Commissioner Randy Kleindienst made a motion to enter into a contract with OATS in the amount of $2.500 for calendar year 2016 and to authorize Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.

Western District Commissioner Doc Kritzer seconded the motion. All in favor…ayes have it Court Order 43 – signed.

Eastern District Commissioner  Randy Kleindienst made a motion to enter into a contract with Serve (Callaway Transportation) in the amount of S1,200 for calendar year 2016 to help meet the transportation need’ if Callaway County residents and to authorize

Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County

Western District Doc Kritzer seconded the notion All in favor… ayes have it Court Order #4 – signed.

Eastern District Commissioner Randy Kleindienst made a motion to enter into a contract with the Callaway County Chamber of Commerce in the amount of $24,000 to be paid quarterly beginning February 1, 2016, and authorizes Presiding Commissioner Gary Jungermann to Sign the contract or behalf of the County. The funds will be divided with $14,000 going: to the Chamber and $10,000 going to the Fulton Area Development Foundation.

Western District Commissioner Doc Kritzer seconded the motion. All in favor … ayes have it Court Order #5 – signed.

The Commission then discussed a Medical Examiner agreement for 2016. Callaway County voted many year’, ago to become a Medical Examiner County. Since then, the County has contracted with, the Curators of the University of Missouri for medical examiner services.

Eastern District Commissioner Randy Kleindienst made a motion to enter into a Medical Examiner agreement with the Curators of the University of Missouri in the amount of $105,180.00, to be paid in monthly installments of $8,765.00, for the calendar year 2016 and to authorize Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.

Western District Commissioner Doc Kritzer seconded the motion.

Court Order #2 – Senior Center Contract

Now on this day, the Callaway County Commission does hereby enter into a Contract with the Callaway County Senior Center in the amount of $10,000 for the calendar year 2016 milk and nutritional supplements and authorizes Presiding Commissioner Gary Jungermann to sign the contract Ci behalf of the County.

Court Order #3 – OATS Contract

Now on this day, the Callaway County Commission does hereby enter into a Contract with OATS in the amount of $2,500 for calendar year 2016 and authorizes Presiding Commissioner, Gary Jungermann to sign the contract on behalf of the County.

Court Order #4 – Serve Contract

Now on this day, the Callaway County Commission does hereby enter into a contract with Serve (Callaway Transportation) in the amount of $1,200 for calendar year 2016 to help meet the transportation needs of Callaway County residents and authorizes Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.

Court Order #5 – Callaway County Chamber of Commerce/Fulton Area
Development Foundation Contract

Now on this day, the Callaway County Commission does hereby enter into o contract with the Callaway County Chamber of Commerce in the amount of $24,000, to be paid quarterly beginning February 1, 2016, and authorizes Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County. The Funds will be allocated as follows

 

$14,000 – Callaway County Chamber of Commerce       $10,000 – Fulton Area Development Foundation

Court Order #6 —2016 Medical Examiner Agreement

Now on this day, the Callaway County Commission does hereby authorize Callaway County to enter into a Medical Examiner agreement with the Curators of the University of Missouri in the amount of $105,180.00 to be paid in monthly installments of $8765.00, for the calendar year 2016.  The Callaway County Commission also hereby authorizes Presiding Commissioner Gary Jungermann to sign the agreement on behalf of the County.

Refund to Taxpayer

Finally, the Commission discussed a refund request from Donald and Blanche Hanson. The Hansons’ were charge a late penalty; however, the County Assessor has claimed that he did not respond to the Hansons’ question in a timely manner, causing the late fee to be added to the tax bill. The County Assessor and the County Collector are in agreement that the penalty can be refunded

Western District I Commissioner Doc Kritzer made a motion to authorize Pam Oestreich, County Collector to refund $13.80 to Donald and Blanche Hanson, This was a late penalty on the Hansons’ 2015 real estate tax bill.

Court Order #7 – Refund to Donald & Blanche Hanson

Now on this day the Callaway County Commission clues hereby authorize Pam Oestreich. County Collect’,', to refund 51380 to Donald and Blanche Hanson. This was a penalty on the Hansons’ 1015 real estate tax that has been waived by both the County Collector and the County Assessor.

Bid Opening for CIC System

10:00am”

The Callaway County Commission met to open bids for a CTC (Computerized Temperature Control system for the Callaway County law Enforcement Center. Ben Trout, EPM, was present for the bid opening. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

One bid was received for The CTC system from EPM in the amount of $84,718.

Western District Commissioner Doc Kritzer made a motion to accept the bid from EPM in the amount of $84,718 for the installation of a CTC system at the Callaway County Law Enforcement C:nter and to authorize Presiding Commissioner Gary Jungermann to sign any necessary documentation on behalf of the County.

Eastern District Commissioner Randy Kleindienst seconded the motion all in favor … aye Have it.   Court Order 08 – signed.

Court Order #8 – Accept Bid from EPM for CTC System

Nov, on this day, the Callaway County Commission does hereby accent the bid Iron, FPM in the amount of $84,718.00 for the installation of a CTC system at the Callaway Counts Law Enforcement Center, The Callaway County Commission does also hereby authorize Presiding Commissioner Gary Jungermann to sign any necessary documentation on behalf  of the County.

The Callaway County Commission met to approve fleeting minutes.

Eastern District Commissioner Randy Kleindienst made a motion to approve the minutes dated December 2, 3, 4, 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 21, 22, 23, 24, 28, 29, 30, and 31 2015.

Use Tax Ballot Issue

The Callaway County Commission met to discuss a use tax ballot issue.  Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

Commissioner Jungermann explained that in November, the State will no longer distribute use tax funds to brat governments; therefore. Counties must pass the use tax or face a potential loss of revenue. This revenue is estimated at $120,000 annually. The Commission stressed that the use tax is not a new tax. It prevents individuals from going out of state to make purchases in order to avoid paying sales tax.

After some discussion, the Commission decided to add the use tax issue to the April ballot.  If passed the rev. we from the use tax will go to public safety, including the Sheriff’s Department, Jail    and Prosecuting Attorney’s office, and to Road & Bridge operations.

Western District Doc Kritzer made a motion to submit the use tax issue for the April election.  The revenue will be dedicated to Public Safety, including the Callaway County Sheriff’s Department. Jail operations, and the Prosecuting Attorney’s office, and to Callaway County Road & Bridge operations.

Eastern District Commissioner Randy Kleindienst seconded the motion.

The Commission will submit a letter and the ballot language to the County Clerk for the April 5, 2016 election.

Court Order #9 – Submit Use Tax Issue for April Election

Now on this day, the Callaway County Commission does hereby submit the issue of a Callaway County use tax ‘.n the April. 2016 election. The ballot language will read as follows:

Shall the County of Callaway impose a local use tax on out-of-state purchases at the same rate as the total local sales tax rate, currently one percent (1%), provided that if the local sales tax rate is reduced or raised by voter approval, the local uses tax rate shall also be reduced or raised by the same action?  A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year.

The revenue generated from the use tax shall be dedicated to Public Safety areas, including the Callaway County Road & Bridge operations.

The purpose of the proposal is to eliminate the current sales tax advantage that non-Missouri vendors have over Missouri vendors.

Vendor Checks Issued

Vendor check were issued in the amount $60,509.25.
