8:00 am The Callaway County Commission will meet to discuss the Hunters Creek Neighborhood Improvement District (NID).

12:00 pm The Callaway County Commission will meet with the Kiwanis Club at Arris’ to discuss August ballot issues.

1:30 pm The Callaway County Commission will meet with Michelle Kidwell, County Emergency Management Director, to discuss a simulcast radio system.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald Kritzer present.

Hunters Creek NID 

8:00am

The Callaway County Commission met with Paul Winkelmann, County Road & Bridge Engineer; Mike Bates, Central Missouri Professional Services; and Sam Gaines, Sam Gaines Construction, to discuss the Hunters Creek NID (Neighborhood Improvement District).

This project was bid on May 30, 2014. All three bids received were too high; the petition states that the total cost (construction, engineering, legal, and administrative fees) cannot exceed $745,000.00. The lowest bid was from Sam Gaines Construction in the amount of $735,000.00.

Commissioner Kritzer explained to Mr. Gaines that in order to move forward with this project, without rebidding it, the contractor’s cost needs to fall around $645,000.00. After some discussion, Mr. Gaines stated that he will need to look over his pricing and talk to his sub­contractors to see if they can do better on their pricing. Mr. Gaines will let the group know what figures he is able to come up with.

If this negotiation does not work out, the next options would be either to rebid the project as it is or change some of the project specifications. Changing specifications would require a new petition and a new bid process.

August Ballot Issues

The Callaway County Commission met with the Kiwanis Club at Aris’ to discuss August ballot issues.

Simulcast Radio System

1:30pm

The Callaway County Commission met with Michelle Kidwell, County Emergency Management Director, to discuss a simulcast radio system for fire departments within the County.

Ms. Kidwell and Commissioner Kritzer explained that at a recent meeting with Fire Board members, the discussion of a new simulcast radio system has come up. The majority of the fire departments have had trouble with their current radio systems. The cost of this new system is approximately $240,000.00 and will be split by the fire departments based on the last three years’ call volumes. The fire departments also want the County to help cover some of the cost.

Fulton Fire Department does not want to participate in this new system. Also, Ameren was asked to help with the cost, but declined.

The group discussed, at length, the different options for funding the maintenance of a simulcast system. The Commission will meet again to discuss this matter on Monday, August 4, 2014 at 8:30am. The Commission will then meet with Ms. Kidwell again on Wednesday, August 6, 2014 at 11:00am.
