The Callaway County Commission met with the Eastern District Commissioner Randy Kleindienst and Western District Commissioner Donald Kritzer present. Presiding Commissioner Gary Jungermann was absent.

Surplus Money 

10:00am

The Callaway County Commission met to discuss surplus money from the 2013 Land Tax

Certificate Sale.

Eastern District Commissioner Randy Kleindienst made a motion to authorize Debbie Zerr, County Treasurer, to refund a surplus in the amount of $418.39 to the County Collector. This refund is for Douglas D. McBride from the 2013 Land Tax Certificate Sale, as per the attached documentation.

Western District Commissioner Doc Kritzer seconded the motion. All in favor…ayes have it.

Court Order #98 — signed.

Court Order #98 — Surplus Money for Douglas D. McBride

Now on this day, the Callaway County Commission does hereby authorize Debbie Zerr, County Treasurer, to refund $418.39 to Pam Oestreich, County Collector.

This is tax sale surplus money that was turned over to the County Treasurer on September 18, 2013 (Receipt #1177), as unclaimed surplus from the 2013 Land Tax Certificate Sale.

This surplus is for Douglas D. McBride. Mr. McBride no longer is interested in obtaining the property and therefore forfeits all liens on the property. With the return of the Certificate of Purchase, Mr. McBride is allowed the surplus money he paid.

Assessor’s Court Order List Report for June 2014

The Callaway County Commission met to discuss the County Assessor’s Court Order list Report for June 2014.

Eastern District Commissioner Randy Kleindienst made a motion to accept the June, 2014 Court Order List Report as provided by the Assessor. The changes in valuation are $48,020.00 for 2012 and $335,860 for 2013. Commissioner Kleindienst also moved to direct the County Clerk to adjust her records appropriately to reflect the changes and to authorize Western District Commissioner Doc Kritzer to sign the Report on behalf of the County.

Western District Commissioner Doc Kritzer seconded the motion. All in favor…ayes have it.

Court Order #99 — signed.

Court Order #99 — June, 2014 Court Order List Report from Assessor

Now on this day, the Callaway County Commission does hereby accept the June, 2014 Court Order List Report as provided by the Assessor and requests that the County Clerk adjust the tax book for 2012 in the amount of $48,020.00 and for 2013 in the amount of $335,860.00. The Callaway County Commission also hereby authorizes Western District Commissioner Doc Kritzer to sign the Report on behalf of the County.

County Jail Issues

The Callaway County Commission met with Robbie Harrison, County Jail Superintendent; Joe Weber, Weber & Associates; and Rosemary Gannaway, County Auditor, to discuss current issues at the County Jail. Presiding Commissioner Gary Jungermann called in to participate in this meeting.

Some of the issues discussed include the rising number of female inmates, the rising number of the overall inmate population, the building’s aging access controls, lack of space in the booking area, and the need for a designated medical area.

Weber & Associates provided the County with a proposal for a jail expansion that includes a 24 bed addition, updating the access controls, and expanding the booking area. This proposal estimates the cost to be roughly $2.8 million.

After the group discussed the different options for this expansion, it was decided that Weber & Associates will draft a new proposal that will add 36 beds, rather than 24, and create an inmate population projection based on past growth. Also, Ms. Gannaway and the Commission will look further into funding this potential project. The group will meet again in early August, once the new proposal is completed.
