8:45 am The Callaway County Commission will meet with Kent Wood, County Environmental Public Health.

10:00 am  The Callaway County Commission will attend a Hazard Mitigation Plan meeting at the Callaway County Emergency Operations Center.

1:00 pm The Callaway County Commission will meet with Rick Hess, Holts Summit City Administrator, to discuss economic development issues.  This meeting may be a closed session per RSMo 610.021.2.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

August, 2017 Court Order List Report from Assessor

The Callaway County Commission met to discuss the August, 2017 Court Order List Report from the Assessor; a Manufacturing Day Proclamation; and sewer district issues. A representative from the County Clerk’s office was not present for this meeting.

First, the Commission discussed the August, 2017 Court Order List Report from the Assessor. Eastern District Commissioner Randy Kleindienst made a motion to accept the August, 2017 Court Order List Report as provided by the Assessor and to direct the County Clerk to adjust her tax book for 2014 in the amount of a negative 3,820, for 2015 in the amount of a positive 96,000, and for 2016 in the amount of a positive 269,090. Commissioner Kleindienst also moved to authorized Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

Western District Commissioner Roger Fischer seconded the motion. All in favor. Ayes have it. Court Order #94 — signed

Manufacturing Day Proclamation

Next, the Commission discussed a proclamation for a Manufacturing Day. Missouri Enterprise has requested that the Commission recognize October 6, 2017 as Manufacturing Day in Callaway County. The Commission has done this in prior years. Western District Commissioner Roger Fischer mad a motion to draw up a proclamation to declare October 6, 2017 as Manufacturing Day in Callaway County.

Eastern District Commissioner Randy Kleindienst seconded the motion.

All in favor Ayes have it.

Sewer District Issues

Finally, the Commission discussed sewer district issues. Kent Wood and Mylene Dunn, County Environmental Public Health, were present for this discussion.

Mr. Wood explained that the County has various options for creating a sewer district. He believes the best option is covered under Chapter 204 in the Missouri Revised Statutes. This option allows the County to set up a board to oversee the sewer district; the board would report to the Commission. The sewer district would encompass the entire County, although individual subdivisions would be able to opt out if they do not want to be a part of the sewer district. Also, the board would be able to deny specific locations access to the district, depending on their current infrastructure.

In order to create a sewer district, Callaway County would have to obtain a bond to pay for it. Once the sewer district is in full operation, it will be funded by the locations that use it. After a period of time, the district should be self-sustaining through that funding alone.

The group discussed the need to talk to developments and residents before the county moves forward with the sewer district to ensure that they would be willing to pay to join the district. This is especially important for the Millersburg area due to severity of the sewer issues in the region. The group will meet again at a later date once they have spoken with the developments and residents.

Court Order #94 — August, 2017 Court Order List Report from Assessor

Now on this day, the Callaway County Commission does hereby accept the August, 2017 Court Order List Report as presented by the Callaway County Assessor. The Commission does also hereby direct the Callaway County Clerk to adjust her tax book for 2014 in the amount of ‘a positive 3,820, for 2015 in the amount of a positive 96,000 and for 2016 in the amount of a positive 269,090 and authorizes Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

Hazard Mitigation Meeting

Presiding Commissioner Gary Jungermann attended a Hazard Mitigation Meeting at the Callaway County Emergency Operations Center.

Economic Development Issues

1:00 pm

The Callaway County Commission met with Rick Hess, Holt Summit City Administrator, to discuss economic development issues. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

Commissioner Jungermann explained that the Missouri Sunshine Law allows for a closed session meeting when discussing certain real estate issues. Therefore, this meeting will be closed.

Eastern District Commissioner Randy Kleindienst made a motion to go into closed session per RSMo 610.021.2. Western District Commissioner Roger Fischer seconded the motion.
