 The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

 LEPC Meeting

Presiding Commissioner Gary Jungermann attended a LEPC (Local Emergency Preparedness Committee) meeting at the Callaway County Emergency Operations Center.

Health Department Issues

The Callaway County Commission met with Sharon Lynch, County Health Department Administrator, to discuss Health Department issues. Denise Hubbard, County Clerk, was also present for this meeting.

First, Mrs. Lynch presented the Commission with an amendment to the current WIC (Women, Infant, and Children) contract with the Missouri Department of Health & Senior Services. The contract has been amended because the Health Department did not spend all available grant funding; therefore, the amendment outlines that DHSS will be taking back those funds that were not spent.

Eastern District Commissioner Randy Kleindienst made a motion to approve the amended WIC contract with the Department of Health & Senior Services that outlines the return of unused monies in the amount of approximately $217 and to authorize Presiding Commissioner Gary Jungermann to sign the amended contract on behalf of the County.

Western District Commissioner Roger Fischer seconded the motion.

All in favor… ayes have it.

Next, Mrs. Lynch explained that she needed permission to sign a Memorandum of Understanding (MOU) with the Missouri Department of Corrections for TB testing. The Health Department contracts with DOC every year to do TB testing and reading for DOC employees. The cost to DOC is $15 for each TB test and $5 for each reading.

Eastern District Commissioner Randy Kleindienst made a motion to approve the Memorandum of Understanding between the Callaway County Health Department and the Missouri Department of Corrections for TB testing in the amount of $15 per test and $5 per reading and to authorize Sharon Lynch, County Health Department Administrator, to sign the MOU on behalf of the County.

Western District Commissioner Roger Fischer seconded the motion.

All in favor.., ayes have it. Court Order #85 — signed.

Mrs. Lynch then presented the Commission with a PHEP (Public Health Emergency Preparedness) contract with the Missouri Department of Health & Senior Services. This contract pays a portion of the County’s on-staff Environmentalist’s salary, benefits, and cell phone bill. The amount of the contract is $30,632.00.

Western District Commissioner Roger Fischer made a motion to enter into a PHEP contract with the Missouri Department of Health & Senior Services in the amount of $30,632.00, effective July 1, 2017 through June 30, 2018, and to authorize Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.

Eastern District Commissioner Randy Kleindienst seconded the motion.

All in favor.., ayes have it. Court Order #86 — signed.

Next, Mrs. Lynch informed the Commission that she is currently planning the budget for an upcoming MCH (Maternal Child Health) contract. MCH is requesting that the Health Department conduct a community population assessment for the next contract period. Mrs. Lynch explained that she believes it would be easier to hire an outside vendor to complete the assessment than it would for the Health Department staff to complete it because of a lack of resources. She said that she found the cost of hiring this assessment out to be around $3,000. She would like to include this amount in the MCH budget she is working on, but would like the Commission’s approval first. After some discussion, the Commission agreed that it would likely be best for the Health Department to hire an outside vendor to complete the assessment.

Mrs. Lynch then told the Commission that she has signed the Health Department up to be a sponsor of Faith Maternity’s upcoming 5K run. She stated that sponsors will be included on the Faith Maternity website, the 5K t-shirts, and other marketing outlets related to the 5K run. The cost to become a sponsor was $250, which Mrs. Lynch paid for out of the Health Department’s marketing budget. Finally, Mrs. Lynch informed the Commission that she has completed interviews for the open 3/5 nurse position at the Health Department and will hiring a new nurse very soon.

 Court Order #85 — MOU with DOC for TB Testing

 Now on this day, the Callaway County Commission does hereby approve the Memorandum of Understanding between the Callaway County Health Department and the Missouri Department of Corrections for TB testing and authorizes Sharon Lynch, County Health Department Administrator, to sign the MOU on behalf of the County.

 Court Order #86 — PHEP Contract

 Now on this day, the Callaway County Commission does hereby enter into a PHEP (Public Health Emergency Preparedness) contract with the Missouri Department of Health & Senior Services in the amount of $30,632.00, effective July 1, 2017 through June 30, 2018, and authorizes Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.
