The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

Sewer & Halifax Road Issues

The Callaway County Commission met with Rick Hess, Holts Summit City Administrator, and Paul Winkelmann, County Road & Bridge Engineer, to discuss sewer and Halifax Road issues. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

Mr. Hess explained that the City of Holts Summit and the Callaway County Commission have been in discussions regarding the transfer of a portion of Halifax Road from County to City ownership. Holts Summit is interested in taking possession of the road due to an upcoming sewer project in this area. The portion of the road in question runs from the city limits of Holts Summit to the Highland subdivision, which is approximately 1.65 miles. Commissioner Jungermann added that he believed this potential road transfer to be in the best interest of both Callaway County and Holts Summit.

Mr. Winkelmann reported that Halifax Road had been chip sealed in 2015. The lifespan of chip seal treatment typically lasts between five and seven years; therefore, Halifax Road is deemed to be in good condition at this point.

The group had previously discussed payment options to Holts Summit. The Commission had considered paying the City $17,500 to take the road; Holts Summit at that time countered the offer at $30,000. Commissioner Fischer suggested that the two entities split the difference, which would come to $23,750. Mr. Hess then stated that he would be fine with just an even $23,000 payment to take the road. It was then decided that the Commission would draw up a contract and complete a quit claim deed to make the transfer official. The group hopes to have the transfer finalized by September 1, 2017.

Western District Commissioner Roger Fischer made a motion to approve the transfer of 1.65 miles of Halifax Road and the payment of $23,000 to the City of Holts Summit, under the condition that the two parties can agree to a contract, with a target date of September 1, 2017. Commissioner Fischer also moved to authorize Presiding Commissioner Gary Jungermann to sign any necessary documentation in regards to this road transfer.

Eastern District Commissioner Randy Kleindienst seconded the motion. All in favor… ayes have it. Court Order #68 — signed.

Court Order #68 — Transfer Halifax Road to Holts Summit

Now on this day, the Callaway County Commission does hereby approve the transfer of 1.65 miles of Halifax Road and the payment of $23,000 to the City of Holts Summit, under the condition that Callaway County and the City of Holts Summit can agree to a contract and complete a quit claim deed. The Callaway County Commission does also hereby authorize Presiding Commissioner Gary Jungermann to sign any necessary documentation regarding the transfer of Halifax Road.
