9:15am The Callaway County Commission will meet to discuss County policy and property tax refund issues with Fulton Medical Center.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

 

Business of a general nature was conducted on this day.

 

Open Bid #3 HVAC Unit

 

The Callaway County Commission met with Don Horstman, County Maintenance Supervisor, to open Bid #3 (HVAC Unit). Deb Goldman was present representing the County Clerk’s office.

 

One bid was received from Teel Mechanical in the amount of $33,566. There was a mandatory pre-bid meeting on March 10th at 10:00am at the Law Enforcement Center for those who were interested in submitting a bid.

 

Eastern District Commissioner Kleindienst made a motion to award Bid #3 to Teel Mechanical in the amount of #33,566 to replace the rooftop HVAC unit at the Callaway County Law Enforcement Center.

 

Western District Commissioner Fischer seconded the motion. Motion carries. Court order #34 signed.

 

Court Order #34- Award Bid #3

 

Now on this day, the Callaway County Commission does hereby award Bid #3 (HVAC Unit) to Teel Mechanical in the amount of $33,566 for a rooftop HVAC unit at the Callaway County Law Enforcement Center.

 

Tax Refund Issue and Personnel Policy

The Callaway County Commission met with Leah Laramore, HR Director, to discuss County personnel policy and a tax refund issue. Deb Goldman was present for this meeting representing the County Clerk’s office.

 

Fulton Medical Center is requesting the penalties and interest for paying their taxes late be removed from their tax bill. The first bill they received was incorrect. They requested a new bill and are saying they did not receive that bill until after the due date.

 

The Commission is going to speak with the Assessor’s office and see if they can determine a date when the new bill was sent out. They will reconvene on this matter at a later date.

 

Mrs. Laramore needs to make a change to the policy manual payroll cycles. Starting in April of this year all County employees will be paid on a semi-monthly payroll cycle. The changes to the County personnel policy are as follows:

 

Section 4.1 Pay Cycle

 

All full time employees are paid semi-monthly. Paychecks will be issued around the 15th and the last working day of the month. If the 15th of the month falls on a Saturday, paychecks will be issued on Friday (14th). If the 15th of the month falls on a Sunday, paychecks will be issued on Monday (16th). The second paycheck of the month will always be issued on the last working day of the month.

 

Pay cycles will run from the 1n day of the month through the 15th of the month and from the 16th of the month through the last day of the month. Employees will be paid based on an average of working hours in the year. (Example: 2080 working hours in a year divided by 24 paydays equals 86.67 hours). Because the pay is based on an average rather than the actual hours worked during the pay period, an employee’s final paycheck upon termination will be adjusted for any under- or overpayment that may have been received up to that point.

 

All part —time employees are paid monthly. Paychecks are issued on the last working day of the month.

 

Eastern District Commissioner Kleindienst made a motion to approve the changes made to section 4.1 of the policy manual regarding the new pay cycle.

 

Western District Commissioner Fischer seconded the motion.

 

All in favor.., ayes have it. Motion carries.

 

Mrs. Laramore also has redefined essential vs. non-essential employees in the personnel policy manual. The amendments to the personnel policy manual are as follows:

 

Section 2.4 Non- Essential and Essential Employees

 

Employees working in certain departments, specifically the departments related to public safety, are considered essential personnel. This includes, but may not be limited to, Law Enforcement personnel, Road and Bridge personnel, Corrections Officers, and Communication Operators. These employees are considered essential because their roles in essential departments are necessary at all times, even in the event of an emergency situation.

 

All other employees, specifically those in administrative positions are considered non-essential in most situations. However, depending on the circumstances, a non-essential employee may be considered essential in a given situation.

Section 3.4 Severe Weather and Emergency Conditions

 

If the County Commission does close County offices in the event of an emergency or severe weather, non-essential employees will be placed on paid administrative leave for the duration of the emergency. Essential employees scheduled to work will be required to report to work during the emergency event due to the fundamental nature of their positions. Those essential employs that work during the emergency event will be awarded with holiday hours that amount to one-half of the employee’s regular work day. The holiday hours earned in this situation will need to be used within 60 days of the event or they may be forfeited, unless prior approval for an extension is obtained by the County Commission.

 

Eastern District Commissioner Kleindienst made a motion to approve the changes made to section 2.4 and section 3.4 in the personnel policy manual.

Western District Commissioner Fischer seconded the motion.

 

All in favor… ayes have it. Motion carries.

 

Lastly, the Commission would like to adopt the active shooter policy that was put together after the County had active shooter training in November of 2016.

Western District Commissioner Fischer made a motion for the Callaway County Commission to adopt the active shooter policy effective March 24, 2017.

 

Eastern District Commissioner Kleindienst seconded the motion. All in favor… ayes have it. Motion carries.

 

Holts Summit Road Issue

1:00pm

 

Western District Commissioner Fischer and Paul Winkelmann, County Road and Bridge Engineer, met with Rick Hess at Holts Summit City Hall to discuss annexing a road.

 

Vendor Checks Issued

 

Vendor checks were issued in the amount of $94,537.37.
