9:00am The Callaway County Commission will meet to discuss a sewer variance.

9:30am The Callaway County Commission will meet with Clay Chism, County Sheriff, and Robbie Harrison, County Jail Administrator, to talk about legal issues with the Callaway County Sheriff’s office and Jail.  This is a possible closed session per RSMo 610.021.3.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann and Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

 

Business of a general nature was conducted on this day.

 

County Health Department Reports Filed

 

Now on this day comes Sharon Lynch, County Health Department Administrator, and files a report of fees and grants collected by her department for the month of January, 2017 and February, 2017. Said reports were examined and ordered filed by the Clerk of the Commission.

 

Sewer Variance

9:20am

 

The Callaway County Commission met with Kent Wood, County Environmental Public Health, to discuss a sewer variance. Deb Goldman was present representing the County Clerk’s office.

 

Jason Geary is requesting a 25-foot sewer variance.

 

Eastern District Commissioner Kleindienst made a motion to approve the sewer variance for Jason Geary, owner of property 1304 S. Summit Drive in Holts Summit, Missouri. The recommendation of a 25-foot variance along the south property line for construction of a new wastewater lagoon system to bring this property into compliance with the Callaway County Ordinance 701.

Western District Commissioner Fischer seconded the motion. All in favor…ayes have it. Court order #33 signed.

 

Court Order #33 Sewer Variance

 

Now on this day, the Callaway County Commission does hereby accept the sewer variance for Jason Geary, owner of property 1304 S. Summit Drive in Holts Summit, Missouri.

Jail and Legal Issues

9:30am

 

The Callaway County Commission met with Clay Chism, County Sheriff, and Robbie Harrison, County Jail Administrator, to discuss Jail and legal issues. Deb Goldman was present representing the County Clerk’s office.

 

The Jail telephone contract that allows inmates to make phone calls is up in July of this year. Currently the company the Jail uses is NCIC, they have been very happy with this company, but they do want to shop around to ensure they get the best price. The Jail is going to open an RFP for the phone system on April 17, 2017 at 9:00am.

 

Next, Mr. Chism would like to discuss the per diem rates the Jail charges for housing inmates for other Counties. Currently the Jail charges $30- $35 per day, but it costs the County $47.33 to house them for a day. Mr. Chism does not want to make money off other Counties, but he doesn’t want to be losing money either. He proposes the per diem rate for housing prisoners be increased to $48 per day except for Federal prisoners because the County has a contract with them on rates. All three Commissioners approve this increase.

 

The Jail floors don’t look good. Presiding Commissioner Jungermann said that they need to look at putting in new floors when the 2018 budget is compiled. Another issue is medical providers billing the County for inmate medical expenses. Mr. Chism said per statute the County is not responsible for those medical expenses. Presiding Commissioner Jungermann said the County does occasionally pay an inmate medical bill. The County typically only pays bills for injuries that happened while they were in our Jail. The County has a contract with the University of Missouri and we only pay 32% of bills from them.

 

Mr. Chism requests that the remainder of this meeting go into closed session due to legal issues.

 

Eastern District Commissioner Kleindienst made a motion to enter into a closed session per RSMo 610.021.1.

 

Western District Commissioner Fischer seconded.
