10:00 a.m.     The Callaway County Commission will attend a pre-bid meeting for a HVAC unit at the Law Enforcement Center.

2:00 p.m.     The Callaway County Commission will meet with Sharon Lynch, Health Department Director, to discuss vaccines and vaxcare along with other Health Department topics.  They will discuss the personnel policy and disposal of surplus property.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann and Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

 

Business of a general nature was conducted on this day.

 

Pre-Bid Meeting

 

10:00am

The Callaway County Commission attended a pre-bid meeting for bid #3 (HVAC Unit) at the Law Enforcement Center.

 

County Treasurer’s Fees Filed

 

Now on this day comes Debbie Zerr, County Treasurer, and files her report of fees collected by her office for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.

 

Shelter for Victims of Domestic Violence Fees Filed

 

Now on this day comes Debbie Zerr, County Treasurer, and files her report of Shelter for Victims of Domestic Violence fees collected by her office for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.

 

Tourism Tax Report Filed

 

Now on this day comes Debbie Zerr, County Treasurer, and files her report of Tourism Tax collected by her office for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.

 

County Clerk’s Fees Filed

 

Now on this day comes Denise Hubbard, County Clerk, and files her report of fees collected by her office for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.

 

Vendor Checks Issued

 

Vendor checks were issued in the amount of $256,795.51

 

Health Department Topics

 

2:00pm

 

The Callaway County Commission met with Sharon Lynch, County Health Department Director, to discuss some Health Department topics. Western District Commissioner Fischer was absent for part of this meeting. Denise Hubbard was present representing the County Clerk’s office.

 

Mrs. Lynch needs the PHEP (Public Health Emergency Preparedness) contract signed. This contract runs from July 1, 2016 through June 30, 2017. It is for $30,832.

 

Eastern District Commissioner Kleindienst made a motion to approve the PHEP (Public Health Emergency Preparedness) contract in the amount of $30,832 for the dates of July 1, 2016 through June 30, 2017 and authorizes Presiding Commissioner Gary Jungermann to sign any necessary documentation on behalf of the County.

 

Presiding Commissioner Jungermann seconded the motion. Court Order #25 signed.

 

Court Order #25- PHEP Contract

 

Now on this day, the Callaway County Commission does hereby enter into the PHEP (Public Health Emergency Preparedness) contract in the amount of $30,832 for July 1, 2016 through June 30, 2017 and authorizes Presiding Commissioner Gary Jungermann to sign any necessary documentation on behalf of the County.

Mrs. Lynch wants to enter into a memorandum of understanding with the Missouri Department of Social Services, Family Support Division to be able to help people get temporary Medicaid and sign up for Medicaid. Her office will need some training to learn how to check eligibility and fill out paperwork. The main purpose of this is to help pregnant women get temporary Medicaid so they can go to the doctor early on in pregnancy instead of waiting until they are three or four months pregnant for their first appointment. Right now the Health Department is having to send people to Boone County for this.

 

Eastern District Commissioner Kleindienst made a motion to approve Mrs. Lynch to enter into a memorandum of agreement between the Missouri Department of Social Services, Family Support Division and the Callaway County Health Department and authorizes Mrs. Lynch to sign any necessary documentation on behalf of the County.

 

Presiding Commissioner Jungermann seconded the motion. Court Order #26 signed.

 

Court Order #26- Memorandum of Agreement with MO Dept of Social Services

 

Now on this day, the Callaway County Commission does hereby enter into a Memorandum of Agreement between the Missouri Department of Social Services, Family Support Division and the Callaway County Health Department and authorizes Mrs. Lynch to sign any necessary documentation on behalf of the County.

 

Western District Commissioner Fischer joined the meeting.

 

Mrs. Lynch would like to use the company VaxCare for vaccinations. VaxCare will provide vaccinations at no cost to the County and bill individual’s insurance for the vaccinations they receive. Since the Health Department has not billed insurance in the past this will allow them to provide more vaccinations.

Eastern District Commissioner Kleindienst made a motion for the Callaway County Commission to enter into an agreement with VaxCare to provide vaccines for the County and authorizes Mrs. Lynch to electronically enter into the agreement.

 

Western District Commissioner Fischer seconded the motion. Court Order #27 signed.

 

Court Order #27: VaxCare Agreement

 

Now on this day, the Callaway County Commission does hereby enter into an agreement with VaxCare to provide vaccinations for the County and authorizes Sharon Lynch, County Health Department Director, to electronically enter into the agreement with VaxCare.

 

Lastly, Mrs. Lynch discussed Hepatitis B and Hepatitis A shots for employees. The Hepatitis B shot is a round of three shots and costs $38.14. The Hepatitis A shot is a round of two shots and costs $30.

 

The Commission is going to allow all employees that have a need to receive this shot (law enforcement officers, corrections officers, road and bridge employees, and environmental employees) be given the vaccinations for free.

 

Surplus Property and Personnel Policy

 

2:30pm

The Callaway County Commission met with Leah Laramore, HR Director, to discuss the disposal of surplus property and personnel policy. Presiding Commissioner Gary Jungermann was absent for this meeting. Denise Hubbard was present representing the County Clerk’s office.

 

The Health Department and the Recorder’s Office have some items that need to be disposed of as junk.

 

Western District Commissioner Fischer made a motion to declare as surplus property, to be disposed of as junk, tag #1608, tag #1708, tag #1949, tag #3543, and tag #3544.

 

Eastern District Commissioner Kleindienst seconded the motion. Court Order #20 signed.

 

Court Order #20- Surplus Property

 

Now on this day, the Callaway County Commission does hereby declare the following as surplus property, to be disposed of as junk:

Mrs. Laramore discussed the County weapons policy. In section 7.1 of the personnel policy manual there is a section on weapons. The policy currently states “any employee disregarding this policy will be subject to immediate termination.” The Commission would like to change “will be” to “may be”.

 

Western District Commissioner Fischer made a motion to change the weapons policy from “any employee disregarding this policy will be subject to immediate termination” to “any employee disregarding this policy may be subject to immediate termination”.

 

Eastern District Commissioner Kleindienst seconded the motion.
