9:00am The Callaway County Commission will meet with Clay Chism, County Sheriff, and Robbie Harrison, Jail Administrator, to discuss jail issues.

1:30pm The Callaway County Commission will reconvene to discuss employee vacation schedule.

3:00pm The Callaway County Commission will reconvene to discuss the Security Station Policy.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

 

Business of a general nature was conducted on this day.

 

Jail Issues

9:00am

 

The Callaway County Commission met with Robbie Harrison, Jail Administrator; Clay Chism, County Sheriff; and Bill Akers, Jail Lieutenant, to discuss jail issues. Deb Goldman was present representing the County Clerk’s office.

 

Mr. Chism wanted to let the Commission know what they are planning. The Jail is down six people which is equal to a full shift. Starting March 17, 2017 the Jail is going to go to 12-hour shifts with the support of the Jail staff. This will allow employees to have every other weekend off, they are hoping this will help with retention.

 

The day shift Sergeant will be leaving the Jail to go to Fulton Police Department, when this happens there will be no commissioned officers except in administrative positions.

 

They are also having problems with prisoner transports because there are not enough Corrections Officers on duty to leave for long periods of time. There are two retired part time officers that have helped with transports and are willing to help more. The part time line item of the budget will likely go over, but overall salaries shouldn’t because there are so many vacancies. Mr. Chism wants to hire some part-time employees to help fill in the gaps.

 

Mr. Chism says he thinks pay might be part of the retention problem, but mostly because of the work environment. People have a hard time handling it. Presiding Commissioner Jungermann suggested bumping pay for new Corrections Officers who are doing well after six months. Eastern District Commissioner Kleindienst agreed. Mr. Chism also wants to work with HR and conduct exit interviews with employees that choose to leave.

 

Employee Vacation

The Callaway County Commission met with Leah Laramore, HR Director, to discuss employee vacation. Deb Goldman was present representing the County Clerk’s office.

 

Eastern District Commissioner Kleindienst thinks bumping vacation accrual from 14 hours per month to 16 hours per month once an employee reaches their 20-year anniversary date is a great thing to do for employees. It doesn’t hurt the County.

Eastern District Commissioner Kleindienst made a motion for the Callaway County Commission to adopt the new vacation accrual policy when an employee reaches their 20-year anniversary date vacation accrual goes to 16 hours per month and the maximum amount of hours an employee can keep on the books remains at 240 hours.

 

Western District Commissioner Fischer seconded the motion.

 

Mrs. Laramore would like to add that this starts today, it will not be retroactive.

Eastern District Commissioner Kleindienst made an amendment to the motion stating that it goes into effect March 1, 2017.

Security Station Policy

3:00pm

 

Presiding Commissioner Gary Jungermann and Western District Commissioner Roger Fischer met to discuss the Courthouse security station policy. Eastern District Commissioner Randy Kleindienst was absent for this meeting. Denise Hubbard was present representing the County Clerk’s office.

 

The security station is in place in the lobby of the Courthouse. A policy about who has to go through the machine was put together by the security committee.

Western District Commissioner Fischer made a motion to adopt the Courthouse security station policy effective March 1, 2017.

 

Presiding Commissioner Jungermann seconded. All in favor…. ayes have it. Court Order #19 signed.

 

Court Order #19 Courthouse Security Station Policy

 

Now on this day, the Callaway County Commission does hereby adopt the Courthouse Security Station Policy effective March 1, 2017. See attached.

 

County Sheriff’s Fees Filed

 

Now on this day comes Clay Chism, County Sheriff, and files his report of fees collected by his department for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.

 

County Clerk’s Fees Filed

 

Now on this day comes Denise Hubbard, County Clerk, and files her report of fees collected by her office for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.

 

County Jail Population Report Filed

 

Now on this day comes Robbie Harrison, County Jail Administrator, and files his report of daily Jail population for the month of February, 2017. Said report was examined and ordered filed by the Clerk of the Commission.
