The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald
Kritzer present.

Sewer Variance

The Callaway County Commission met to discuss a sewer variance and marriages in the Courthouse. Western District Commissioner Kritzer was not present for this meeting. Deb Goldman was present representing the County Clerk’s Office.

Kent Wood, County Environmental Public Health, and Mylene Dunn, County Environmental Assistant, were present for the sewer variance discussion. Mr. Wood explained that Jessica Caddell is in need of a 50-foot variance in order to construct a new wastewater lagoon on her property. The City of Fulton, represented by Bill Johnson, has agreed in writing to grant the variance on the western property line of the city’s property.

Eastern District Commissioner Randy Kleindienst made a motion to accept the sewer variance for Jessica Caddell, owner of property 6250 County Road 305 in Fulton, Missouri. The recommendation of a 50-foot variance along the western property line for construction of a new wastewater lagoon to bring this property into compliance with the Callaway County Ordinance 701.

Presiding Commissioner Gary Jungermann seconded the motion.

All in favor…ayes have it. Court Order #121 — signed.

Court Order #121 — Sewer Variance for Jessica Caddell

Now on this day, the Callaway County Commission does hereby accept the sewer variance for Jessica Caddell, owner of property 6250 County Road 305 in Fulton, Missouri.

The recommendation of a 50-foot variance along the Western property line for construction of a new wastewater lagoon system to bring this property into compliance with the Callaway County Ordinance 701.

Marriages in the Courthouse

Mrs. Kleindienst discussed marriages in the Courthouse with the Commissioner’s. There are no longer any judges willing to perform marriages in the Courthouse. The judge that was performing marriages did 40 marriages in 2016, which brought in $440.00, there is the potential loss of that revenue for the County. Also, it would be nice to be able to provide this service to anyone who wants to use it. The Callaway County Assessor is licensed to perform marriages and is willing to do so in the Courthouse with approval from the County Commission, but he charges a fee. Presiding Commissioner Jungermann would like to see if a Boone County Judge that comes over for Court would be willing to perform marriages.

Tourism Report and Board Appointments

The Callaway County Commission met with Renee Graham, Callaway County Tourism Director. Deb Goldman was present representing the County Clerk’s Office.

Mrs. Graham updated the Commission on projects the Callaway County Tourism Center completed in 2016 and said they exceeded revenue projections by 11%. The group then discussed board appointments for 2017. According to the Commission records Stacy Proctor and Brian Warren’s terms are up December 31, 2016. Also, Jamie Carey-Humphreys would like to end her term early. Mrs. Graham is going to talk with the board members and see if they would like to be reappointed. The group will reconvene before the first of the year to appoint positions.
The CAMPO (Capital Area Metropolitan Planning Organization) board terms are also up December 31, 2016.

Western District Commissioner Kritzer made a motion to make the CAMPO representative voting member for Callaway County Roger Fischer and Presiding Commissioner Gary Jungermann the alternate, Eastern District Commissioner Randy Kleindienst the second alternate, and Paul Winkelmann voting member of the tech committee.

Eastern District Commissioner Kleindienst seconded the motion. All in favor… ayes have it.

Certification of County Health Ordinance

Nancy Giofre brought in a Certification of County Health Ordinances form for the Commission to fill out and the Presiding Commissioner to sign. Mrs. Giofre raises bees and she is applying for a Missouri Agricultural and Small Business Development grant to produce a new product through her business. The Commission reviewed and answered all questions on the grant.

Western District Commissioner Kritzer made a motion to authorize Presiding Commissioner Gary Jungermann to sign certification to be included as part of the grant application.

Eastern District Commissioner Kleindienst seconded the motion.

All in favor… ayes have it.

Vendor Checks Issued

Vendor checks were issued in the amount of $89,317.62.
