  • 10:45am The Callaway County Commission will meet to discuss a NID Subordination.
  • 11:00am The Callaway County Commission will meet to open Bid # 4 Dump Trucks.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Roger Fischer present.

 

Business of a general nature was conducted on this day.

 

Poll Worker Payroll

9:00am

 

The Callaway County Commission met with Leah Laramore, HR Director; Karen Rentschler, County Auditor; Denise Hubbard, Count Clerk; and Kathie Ratliff, Deputy Clerk, to discuss a poll worker payroll issue.

 

The way poll workers are paid needs to be done differently in 2017. In the past poll workers have been paid by the County Clerk and received a 1099 at the end of the year. The County’s outside Auditor recommends poll workers are paid through the payroll system and given a W-2 at the end of the year from now on.

 

There are two options to make this happen. The County Clerk’s office can get a version of quick books that includes payroll or poll workers can be paid through HR using the current payroll software that all other employees are paid through. If poll workers are paid through HR, the County will have to increase the amount of employees the system can have which will cost the County a one-time fee of $3200 and an additional $1000 a year in maintenance fees. The quick books version will cost approximately $500.

 

Using our current payroll software ensures that poll workers are paid correctly by someone who is familiar with payroll. There is a $600 threshold that has to be met before a W-2 needs to be issued. With 2017 only having one election none of the poll workers will meet this threshold. The group decided that using the current payroll software is the best option for the County. Mrs. Laramore, Mrs. Rentschler, and Mrs. Hubbard are going to watch the number of elections in future years and make a decision based on that if poll workers will need a W-2 or not.

Shared Leave

The Callaway County Commission met with Leah Laramore, HR Director, to discuss the possibility of shared leave. Denise Hubbard was present representing the County Clerk’s Office.

 

Eastern District Commissioner Kleindienst made a motion to enter into closed session per RSMo 610.021.3.

 

Western District Commissioner Fischer seconded.

Closed Session

 

Eastern District Commissioner Kleindienst made a motion to go back into open session. Western District Commissioner Fischer seconded the motion.

Western District Commissioner Fischer made a motion to approve shared leave for an employee that has met the criteria.

 

Eastern District Commissioner Kleindienst seconded.

NID Subordination

10:45am

 

The Callaway County Commission is meeting to discuss a NID (Neighborhood Improvement District) subordination agreement. Denise Hubbard was present representing the County Clerk’s Office.

 

Ilene Rosheim is selling her property. There are four years remaining on the lien on the property. The outstanding balance on the lien is $2740. The buyer is willing to assume liability on the lien. The County is the first holder on the lien and the bank would like the County to sign a document making them the first holder and the County the second holder.

 

Eastern District Commissioner Kleindienst made a motion to sign Ken Lar Hills lot 409 subordination agreement and to authorize Presiding Commissioner Jungermann to sign on behalf of the County.

 

Western District Commissioner Fischer seconded the motion. All in favor…ayes have it. Motion Carries. Court Order #9 signed.

 

Court Order #9 – NID Subordination

 

Now on this day, the Callaway County Commission does hereby enter into a subordination agreement for the Ken Lar Hills NID (Neighborhood Improvement District) for lot 409 and authorizes Presiding Commissioner Gary Jungermann to sign the agreement on behalf of the County.

 

Open Bid #4 (Dump Trucks)

 

The Callaway County Commission met to open Bid #4 with Paul Winkelmann, Road and Bridge Engineer. Denise Hubbard was present representing the County Clerk’s Office.

 

There were seven bids received for Bid #4 (Dump Trucks). The first bid was from Scheppers International Knapheide. The second bid was from Scheppers International Henderson. The third bid was from Columbia Freightliner Knapheide. The fourth bid was from Columbia Freightliner Henderson. The fifth bid was from MHC Kenworth Knapheide. The sixth bid was from MHC Kenworth Henderson. The seventh bid was from Vanguard Henderson.

 

Mr. Winkelmann will compile each bid into spreadsheets for comparison and will present them to the Commission at a later date.

 

County Health Department Reports Filed

 

Now on this day comes Sharon Lynch, County Health Department Administrator, and files a report of fees and grants collected by her department for the month of November, 2016 and December, 2016. Said reports were examined and ordered filed by the Clerk of the Commission.
