The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald

Kritzer present.

Health Department Issues

10:00am

The Callaway County Commission met with Sharon Lynch, County Health Department Administrator, to discuss Health Department issues. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

First, Mrs. Lynch informed the Commission that the multi-year MCH (Maternal Child Health) contract has been extended for another year in the amount of $27,297.73. This will be the final year for this contract. After the contract expires, Callaway County will need to enter into a new MCH contact. This contract reimburses the Health Department for following birth outcomes and helping with family-related issues of clients.

Western District Commissioner Doc Kritzer made a motion to enter into a continuation of the MCH contract with the Missouri Department of Health & Senior Services and to accept the proposed contract amendment, effective October 1, 2016 through September 30, 2017. Commissioner Kritzer also moved to authorize Presiding Commissioner Gary Jungermann to sign the contract on behalf of the County.

Eastern District Commissioner Randy Kleindienst seconded the motion.

All in favor…ayes have it. Court Order #112 — signed.

Next, Mrs. Lynch mentioned that the Health Department uses Quickbooks for billing purposes. The program is in need of an update. She explained that the County has two options: keep the program on the Health Department’s server or put the program in the cloud. Because the Health Department’s server crashed several months ago, Mrs. Lynch has looked into the option of housing the program in the cloud. This option would cost $557.21 for the initial sign-on fee, along with an annual fee for the number of users, which is estimated to cost around $900. The annual fee rate is currently discounted until later this month. After some discussion, the Commission stated that the IT Director should be involved in this decision.

Finally, Mrs. Lynch stated that the Health Department uses Timeclocks Plus in order to keep track of the employees’ time. This is necessary because the employees work under various contracts, such as WIC, CHIP, and others, and need to document their time for billing purposes.

When the Health Department’s server crashed, the Timeclocks Plus program lost all of its information and now needs to be rebuilt. Mrs. Lynch stated that Timeclocks Plus can rebuild the program and house it on their server for a fee of $2,800, which includes the annual user fees. Again, the Commission said that the IT Director needs to be involved in this process before the County proceeds. The Commission will discuss both the Quickbooks and Timeclocks Plus issues with the County IT Director and make a decision at a later date.
