The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald Kritzer present.

 

June & July, 2016 Court Order List Reports from County Assessor

The Callaway County Commission met to discuss the June & July, 2016 Court Order List Reports from the County Assessor. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

 

Western District Commissioner Doc Kritzer made a motion to accept the June, 2016 Court Order List Report from the County Assessor and to direct the County Clerk to adjust her tax book for 2013 in the amount of a positive 640, for 2014 in the amount of a positive 84,010, and for 2015 in the amount of a positive 435,570. Commissioner Kritzer also moved to authorize Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

 

Eastern District Commissioner Randy Kleindienst seconded the motion.

 

All in favor…ayes have it. Court Order #82 – signed.

 

Western District Commissioner Doc Kritzer made a motion to accept the July, 2016 Court Order List Report from the County Assessor and to direct the County Clerk to adjust her tax book for 2013 in the amount of a positive 1,300, for 2014 in the amount of a positive 42,510, and for 2015 in the amount of a positive 388,660. Commissioner Kritzer also moved to authorize Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

 

Eastern District Commissioner Randy Kleindienst seconded the motion.

Court Order #82 — June, 2016 Court Order List Report from County Assessor

 

Now on this day, the Callaway County Commission does hereby accept the June, 2016 Court Order List Report from the County Assessor and directs the County Clerk to adjust her tax book for 2013 in the amount of a positive 640, for 2014 in the amount of a positive 84,010, and for 2015 in the amount of a positive 435,570. The Callaway County Commission does also hereby authorize Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

 

Court Order #83 — July, 2016 Court Order List Report from County Assessor

PACE Program

The Callaway County Commission met with Connie English and Danielle Pointer, Sunspire Energy; John Harris, Missouri Clean Energy; John Maslowski, Renovate America; Pam Oestreich, County Collector; and Sarah Gladman, Deputy County Collector, to discuss the PACE (Property Assessed Clean Energy) program. Others participating in the discussion via phone conference included Karen Miller, Boone County Commissioner; Charlie Herbst and Paul Koeper, Cape Girardeau County Commissioners. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

 

First, Mr. Harris began by briefly explaining that the purpose of the PACE program is to grant funding to qualifying individuals that wish to purchase clean energy and allows the individuals to pay back the funding through special property assessments. These payments are assessed at a fixed rate, paid over the life of the product annually through property taxes; therefore, the County Collector must be involved and in agreement with the program. Mr. Maslowski then went over the certification process that homeowners must go through before funding is awarded to them. For example, the homeowner must have a certain amount of equity in their home and cannot have experienced a bankruptcy within the last seven years, among other criteria. This precertification helps to reduce the delinquency rate of homeowner’s payments. Mr. Maslowski then explained that Renovate America works with local contractors to install the energy product that is purchased through the PACE program. Similar to the vetting process of the homeowners, the contractors must also be certified and properly trained before they are allowed to install the PACE equipment.

 

The group then discussed the responsibilities of the County Collector if Callaway County were to approve the program. Mr. Maslowski explained that the County would be compensated for the additional collection responsibilities. He also stated that there would be no liability or cost to the County if it were to adopt the PACE program. After further discussion, Ms. Miller said that Boone County will be working with County and Collector lobbyists to make changes to the statute language regarding the PACE program. She said that she wants to see specific clarifications before Boone County approves the program. Finally, Commissioner Jungermann stated that there was a lot to think about in regards to the program and decided to adjourn this meeting until a later date.
