Work Release Program Agreement

Finally, the Commission discussed an agreement with the Missouri Department of Corrections for a Work Release Program. Commissioner Jungermann stated that the City of Fulton has utilized this program for several years and has greatly benefited from it. Callaway County is hoping to try out the program for a couple months to see if it would benefit the various County departments. The inmates in the program are not hardened criminals; they have exhibited good behavior and wish to serve in the community. Also, these individuals are not taking jobs away from any County employees; they will be supervised by County employees that have been trained to supervise them and will work on projects that will help with the existing workload.

The cost for the County to participate in the program is $7.50 per eight-hour day, per inmate. There are three inmates that will potentially be working with the County for 51 days. The maximum cost for the County will be $1,147.50. The Department of Corrections will furnish the inmates’ lunches every day. The County supervisors will turn in a time card for each inmate every month; the Department of Corrections will bill the County on a monthly basis and, thus, will be treated as a vendor. The County will have no liability for these inmates if they were to get hurt or otherwise experience a liability issue; the State is liable for these individuals.

Western District Commissioner Doc Kritzer made a motion to enter into an agreement with the Missouri Department of Corrections, effective October 11, 2016 through December 23, 2016, per the proposed agreement. Commissioner Kritzer also moved to authorize Presiding Commissioner Gary Jungermann to sign the agreement on behalf of the County.
