The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald Kritzer present.

 

County Sheriff’s Fees Filed

 

Now on this day comes Dennis Crane, County Sheriff, and files his report of fees collected by his department for the month of July, 2016. Said report was examined and ordered filed by the Clerk of the Commission.

 

County Jail Population Report Filed

 

Now on this day comes Robbie Harrison, County Jail Administrator, and files his report of daily Jail population for the month of July, 2016. Said report was examined and ordered filed by the Clerk of the Commission.

 

Health Insurance Update

 

11:00am

The Callaway County Commission met with Randy Luetkenotte and Amy Wulff, both of Wall Street Group; Pam Mathis, Med-Pay; Karen Rentschler, County Auditor; and Leah Laramore, County Human Resources Director, to discuss a County health insurance update. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

 

Mr. Luetkenotte began by stating that the purpose of this meeting is to go over the utilization for the first half of 2016 and compare it to the first half of 2015. Ms. Mathis then went over the aggregate report. The net paid claims so far this year total around $413,000. Only one member hit the County’s deductible amount of $65,000. Enrollment in the health insurance plan is down somewhat from this time last year.

 

Next, the group went over the Executive Summary Period Study. Ms. Mathis explained that the medical claims are down this year compared to last year; however, the prescription claims are up. Inpatient claims are down 74% and outpatient claims are up 6%. Physician claims are up 47%. Overall, the total overall claims are down 18%. The group then briefly covered the plan cost summary, followed by the top five physician/outpatient services, procedures, and diagnoses.

 

Mr. Luetkenotte then went over the prescription management report. He stated that there is 91% generic prescription utilization. One-third of health insurance members are using prescription coverage. Because drug prices continue to rise, the County has paid in $10,000 more this year for prescriptions than last year. There has been a huge increase in the price of brand name and specialty drugs. Next, the group focused on specialty medications. Currently, there are only three members using specialty drugs. The average price of the drugs is approximately $3,000 each. Mr. Luetkenotte mentioned that he expects the use of specialty drugs to increase in the future. The total pharmacy utilization so far this year is about $92,000; approximately half of this cost is from specialty drugs.

 

Finally, Mr. Luetkenotte informed the Commission that the County may want to consider adding a percentage rate to the flat copay for prescription medications. The average prices for most of the top 100 non-specialty medications are much higher than what members pay; therefore, the County has to cover the remainder of the prescriptions. Mr. Luetkenotte said that he will run an analysis on some different payment options. The group will meet again in the fall to go over stop-loss insurance options. Also, Med-Pay will run an analysis on the three-year averages for member costs to present to the Commission at the next meeting.

The Callaway County Commission met to approve meeting minutes.

Eastern District Commissioner Randy Kleindienst made a motion to approve the minutes dated July 1, 5, 6, 7, 8, 11, 12, 13, 14, 15, 18, 19, 20, 21, 22, 25, 26, 27, 28, and 29, 2016.

 

Western District Commissioner Doc Kritzer seconded the motion.
