9:30am The Callaway County Commission will meet with Karen Rentschler, County Auditor, to discuss a budget amendment.

10:00am The Callaway County Commission will meet with representatives from the Callaway County Library for an update.

The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald Kritzer present.

 

Modification to CRCPD Contract

 

9:00am

The Callaway County Commission met to discuss a modification to a CRCPD (Conference of Radiation Control Program Directors) contract; surplus money from the 2015 Land Tax Certificate Sale; and the March and April, 2016 Court Order List Reports from the County Assessor. A representative from the County Clerk’s office was not present for this meeting.

Kent Wood, County Environmental Public Health, and Pam Phelps, County MRC/RRVC, were present for the discussion regarding the CRCPD contract. They explained to the Commission that the modification adds verbiage that clarifies the details of the contract regarding grant monies from previous years.

 

Eastern District Commissioner Randy Kleindienst made a motion to approve Modification #1 of the Conference of Radiation Control Program Directors contract, effective October 1, 2015 through September 30, 2016.

 

Western District Commissioner Doc Kritzer seconded the motion.

 

All in favor…ayes have it.

 

Court Order #51 — signed.

 

Court Order #51 — Modification to CRCPD Contract

 

Now on this day, the Callaway County Commission does hereby approve Modification #1 of the

Conference of Radiation Control Program Directors contract, effective October 1, 2015 through September 30, 2016.

 

Surplus Money

 

Next, the Commission discussed surplus money from the 2015 Land Tax Certificate Sale.

Eastern District Commissioner Randy Kleindienst made a motion to authorize Debbie Zerr,

County Treasurer, to refund $2,303.53 to Pam Oestreich, County Collector. This is tax sale

surplus money that was turned over to the County Treasurer on September 22, 2015 (Receipt #3780) as unclaimed surplus property from the 2015 Land Tax Certificate Sale. This surplus is

for Westling Properties LLC. The owner, Sweeney Properties, LLC., has redeemed the property and the surplus from the sale is needed to complete the transaction.

 

Western District Commissioner Doc Kritzer seconded the motion.

Court Order #52 — Surplus for Westling Properties LLC

 

Now on this day, the Callaway County Commission does hereby authorize Debbie Zerr, County Treasurer, to refund $2,303.53 to Pam Oestreich, County Collector.

 

This is tax sale surplus money that was turned over to the County Treasurer on September 22, 2015 (Receipt #3780) as unclaimed surplus property from the 2015 Land Tax Certificate Sale.

This surplus is for Westling Properties LLC. The owner, Sweeney Properties, LLC., has redeemed the property and the surplus from the sale is needed to complete the transaction.

 

March & April, 2016 Court Order List Reports from the County Assessor

 

Finally, the Commission discussed the March and April, 2016 Court Order List Reports from the County Assessor.

 

Western District Commissioner Doc Kritzer made a motion to accept the March, 2016 Court Order List Report from the County Assessor and to direct the County Clerk to adjust her tax book for 2012 in the amount of a negative 1,910, for 2013 in the amount of a negative 370, for 2014 in the amount of a positive 79,140, and for 2015 in the amount of a positive 957,584.

Commissioner Kritzer also moved to authorize Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

 

Eastern District Commissioner Randy Kleindienst seconded the motion.

 

All in favor…ayes have it. Court Order #53 — signed.

 

Eastern District Commissioner Randy Kleindienst made a motion to accept the April, 2016 Court Order List Report from the County Assessor and to direct the County Clerk to adjust her tax book for 2013 in the amount of a positive 5,390, for 2014 in the amount of a positive 72,130, and for 2015 in the amount of a positive 753,190. Commissioner Kleindienst also moved to authorize Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

 

Western District Commissioner Doc Kritzer seconded the motion.

Court Order #53 — March, 2016 Court Order List Report from County Assessor

Now on this day, the Callaway County Commission does hereby accept the April, 2016 Court Order List Report from the County Assessor and directs the County Clerk to adjust her tax book for 2013 in the amount of a positive 5,390, for 2014 in the amount of a positive 72,130, and for 2015 in the amount of 753,190. The Callaway County Commission does also hereby authorize Presiding Commissioner Gary Jungermann to sign the report on behalf of the County.

 

Budget Amendment

The Callaway County Commission met with Karen Rentschler, County Auditor, to discuss a budget amendment. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

 

Mrs. Rentschler began by explaining that the Health Department has a budget line item in payroll for a nutritionist. Currently, the Health Department does not have a nutritionist on staff, but rather use a consulting company, Nutrition Analyst, LLC, twice per week for the Department’s nutritionist needs. Callaway County’s outside auditor has recommended to the County Auditor and County Commission to make a budget amendment to move the available funds from the payroll line item to a new line item strictly for the nutritionist services.

 

The group discussed various options for resolving this issue. After much discussion, it was decided to transfer $35,000 of the available $48,455.58 in the payroll line item to a new line item titled Dietician Services to cover the cost of the consulting company.

 

Western District Commissioner Doc Kritzer made a motion to authorize Karen Rentschler, County Auditor and County Budget Officer, to transfer $35,000 from the County Health Department’s payroll line item to a new line item titled “Dietician Services” to pay for a third party dietician consultant.

 

Eastern District Commissioner Randy Kleindienst seconded the motion.

Court Order #55 — Budget Adjustment

 

Now on this day, the Callaway County Commission does hereby authorize Karen Rentschler, County Auditor and Budget Officer, to transfer $35,000 from the County Health Department’s payroll line item to a new line item titled “Dietician Services” to pay for a third party dietician consultant.

 

Callaway County Library Update

 

10:00am

The Callaway County Commission met with representatives from the Daniel Boone Regional Library to discuss updates on the Callaway County Library. The representatives in attendance were Melissa Carr, Tonya Hays-Martin, Mary Fennel, Jean Howard, Greg Reeve, Mike Luebbert, and Terry Higgins. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.

 

Ms. Hays-Martin began by introducing the representatives in attendance. Mr. Luebbert then explained that the Daniel Boone Regional Library (DBRL) serves both Callaway and Boone Counties, with library facilities in Fulton, Columbia, and Ashland. They also offer Bookmobile visits to Auxvasse, Hops Summit, and various child care centers. Recently, DBRL implemented Library To-Go lockers in Holts Summit and Hallsville, which have been very popular.

Next, Ms. Hays-Martin discussed the various continuing education services that the library offers, such as Learning Express and Lynda.com. These services offer free training programs to library members, along with college/career preparation courses and skill-building programs.

Lastly, Ms. Carr explained that DBRL is currently working on their next strategic plan. She stated that DBRL is always looking toward the future and determining what they can do to help the community. Commissioner Jungermann added that his concern for this community is developing a workforce that is ready to meet the potential demands of new and existing businesses in Callaway County. The Commission commended the representatives for all that DBRL has done for the community and the many services it offers.
