The Callaway County Commission met with the Presiding Commissioner Gary Jungermann, Eastern District Commissioner Randy Kleindienst, and Western District Commissioner Donald Kritzer present.
New Term of Court
The Callaway County Commission met with Paul Winkelmann, County Road & Bridge Engineer, to discuss the New Term of Court. Deborah Goldman was also present for this meeting to represent the County Clerk’s office.
Mr. Winkelmann began by stating that there are no new road petitions at this time. At the last Term of Court, the Commission was given an application for a partial road vacation of the Right of Way on Copper Road in Holts Summit. Since then, the petition has followed all of the regulations for the vacation. No one has contested the vacation.
Western District Commissioner Donald Kritzer made a motion to approve the petition from DJW Investment for vacation of the Right of Way on Copper Road, as described in the submitted legal description. This vacation is to be recorded at the expense of the petitioner, DJW Investment.
Eastern District Commissioner Randy Kleindienst seconded the motion.
All in favor…ayes have it. Court Order #42 – signed.
Next, Mr. Winkelmann informed the Commission that the Road & Bridge Department has received 360 tons of salt that was purchased from the 2016 salt bid. He stated that the asphalt patching bid (Bid #15) will be opened this Friday, April 8. He also mentioned that the County will perform some full depth patching on some of the chip seal routes in the coming weeks. The bid for chip seal will be opened in Boone County on April 19, 2016.
Mr. Winkelmann then discussed some upcoming projects with the Commission. There will be some concrete projects on Old Barn Road and County Road 274 once the chip seal patching is complete. There are also some upcoming culvert projects on County Roads 1003 and 403. The Road & Bridge Department is beginning work today on a bank stabilization project on County 1053. Other recent projects include striping South Summit and Halifax Roads that was completed on April 1 and bridge maintenance as suggested by MoDOT.
Also beginning today is the County’s partnership with the state Department of Conservation. This partnership allows the County to haul rock to roads within the County that are adjacent to conservation areas and to get reimbursed for the cost of the rock by the State. This includes 30.8 miles of road in Callaway County. The County has until June to haul the rock to the appropriate areas and submit for reimbursement.
Mr. Winkelmann also informed the Commission that a new truck driver started working for the Road & Bridge Department last Friday. Additionally, 2016 dust control permits should be turned into the County by the vendors by today.
Commissioner Jungermann informed Mr. Winkelmann that the CDBG project for Sinclair Research was denied by the State. He also mentioned that the letters have been sent out to the local cities regarding their 2015 Road & Bridge Tax reimbursements. This year, the Commission also included an additional letter to the cities reminding them that 2016 will be the last year for this tax reimbursement. This is because Callaway County will become a Class II County on January 1, 2017.
Court Order #42 – Road Vacation
Now on this day, the Callaway County Commission does hereby approve the petition from DJW Investments for a vacation of the right of way on Copper Road in Holts Summit, as described in the submitted legal description. This vacation will be properly recorded at the expense of the petitioner, DJW Investments.
County Clerk’s Fees Filed
Now on this day comes Denise Hubbard, County Clerk, and files her report of fees collected by her office for the month of March, 2016. Said report was examined and ordered filed by the Clerk of the Commission.

Eastern District Commissioner Randy Kleindienst made a motion to approve the minutes dated March 7,8,9,10,11,14,15,16,17,18,21,22,23,24,25,28,30,31, and April 1, 2016.
Western District Commissioner Donald Kritzer seconded the motion.
All in favor…ayes have it.
